Friends of mine also have this effect.
We do not have the effect (or rather, we only notice it on the roof windows).
The wall windows are triple-glazed each.
Since we each have a house from the same manufacturer, but the friends’ house is about a year older, I was able to find out the following from the window manufacturer upon inquiry:
a) The fogging on the outside is actually a sign of good thermal insulation
b) The manufacturer now coats the windows accordingly against fogging, we happened to just have received the new version.
