Which heating system is suitable for a room temperature of 23 °C?

at 23 degrees inside the house, forget any heat pump and use gas.

Such nonsense, we had 23°C in the rooms during winter and heat our 150 sqm (KFW40 house) with a heat pump (air-to-water heat pump). Our hot water costs are 30€ per month. The flooring is not ideal for heat transfer. 3-layer parquet in the bedrooms and children's rooms and solid wood floorboards in the living room. The supply temperature has so far been far from 30 °C. No controlled residential ventilation.
Why you insist on gas at the desired room temperature of 23°C is beyond me....

Heat pumps are not efficient at such high room temperatures and also far too slow. Gas is simply more flexible, cheaper, and more reliable.

I can't understand your €30. Others with heat pumps already need that in summer just for hot water. No idea how you also want to heat with it in winter. Maybe the electricity meter is broken or [Photovoltaik]?

Gas heaters will also consume more gas at higher room temperatures...
