You are confusing something here in my opinion.

For a single-family house according to KfW 70, you do not need an expert or assessor, but you do need a structural engineer or energy consultant who fills out form 153. And that is really not so new

The confirmation for KFW70 (old) was just a formality. And with KFW70 (new), they wanted to achieve better control/quality.

No, nothing has changed regarding KfW 70; a certified expert has always had to fill out the corresponding forms. Furthermore, only from KfW 55 on do external auditors have to accompany a construction project.

However, the following is stated in the technical data sheet (and this applies to all KFW buildings):

− Development and planning implementation of an overall energy concept for structural thermal insulation and energy-related building services within the framework of the efficiency house calculation (if necessary, consultation on implementation options).
− Planning for minimizing thermal bridges (thermal bridge concept) and building airtightness (airtightness concept).
− Checking the necessity of ventilation measures (e.g., applying DIN 1946-6) and informing the builder about the results. The builder is responsible for initiating the implementation of ventilation measures.
− Confirming the planned energy level on the KfW form “Bestätigung zum Antrag (BZA)“.
− Participating in the tendering or obtaining of offers as well as checking the offers for compliance with the scope and quality of the planned energy measures.
− Before execution of plastering work or applying later claddings, conducting at least one site inspection to check the implementation of energetically relevant, especially later inaccessible building components (such as thermal protection building component structure) as well as the implementation of the thermal bridge concept, airtightness concept, and system parts.
− Checking the implementation of ventilation measures (if carried out).
− Checking the execution of an airtightness test.
− Checking the installed materials, products, and components on the building envelope and energy-related building services for compliance with the planned energy measures according to the efficiency house calculation.
− Communicating the parameters from the energy demand calculation for the heating system (and if applicable the solar thermal system) to the heating installer for implementation. Checking the proof of hydraulic balancing and system regulation (if applicable for heating and ventilation systems). Checking the handover of the energy-related building services (if necessary with additional technical instruction).
− Documenting the energy specialist planning and the supervision of the construction work.
