Where can I get the building plans?

Good day. I would need the construction plans for the piping of my apartment in a turnkey multi-family house. Do I receive these directly from the developer? Or through the property management? Does the property management have the right to these plans (piping and electrical plans) from the developer when the warranty expires and the developer is possibly no longer reachable afterwards? It would be necessary for future measures on the building so that one knows where which lines are installed. How is something like this regulated? Thank you.

Did you sign a developer contract for your apartment after 01/01/2018? Then you are entitled to a construction description as well as the handover of the complete planning documents.
Please contact the developer directly (and ask the management first, in case they have the documents).

But I signed the purchase contract in 2015.
Is the homeowner's association entitled to the plans anyway?

Now it gets more difficult. There is then no legally supported claim for you or the homeowners' association. Case law only recognizes a claim if there is a concrete interest and the documents are necessary for use/functionality. In my opinion, this is not the case with purely piping plans. You depend on the goodwill of the developer or must sue for the release (with not necessarily good chances of success).

That is really annoying.
How is, for example, the electrician or heating engineer supposed to know where lines are installed in the future?
If, for example, conversions, renovations, etc. are involved?
If purchased after 2018, you would be entitled to this by law, but not before? That is more than annoying.

There are guidelines for electricians regarding where the cables have to run. And the heating engineer should only have the main line from bottom to top from which the radiators or underfloor heating branches off.
You're no different from millions of new, old, and very old apartments and houses. Besides, it may well be that there is no plan at all for the electrical system (honestly: why should there be?).
From 01.01.2018, the framework conditions were incorporated into the Building Code; before that, there were no regulations. Back then, people said: You buy a piece of a house/apartment. You don’t get a blueprint with a car either. Or with a TV. It was a similar mindset.

But honestly? It’s a bit annoying, but nothing more. Hundreds of thousands of renovations take place every year without plans too ;-)
