In principle, every plot of land within a locality that is adjacent to an existing public road should already be a building site.
That is 100% wrong. For example, across from us everything is a "commercial area." There are tree nurseries there, and you really aren't allowed to build anything. Only halls, and the owner of the tree nursery obtained a special permit for his house. On our side, everything is designated as building land.
