When does a property belong to the outer area?

That is 100% wrong. For example, across from us everything is a "commercial area." There are tree nurseries there, and you really aren't allowed to build anything. Only halls, and the owner of the tree nursery obtained a special permit for his house. On our side, everything is designated as building land.

I had hitherto believed that a valid land use plan provides information about whether a plot is building land or not. Am I mistaken in this?

Well, I almost learned something and just checked it right away. So, it is not the [Flächennutzungsplan]. Accordingly, there are different options for the buyer's security – a building permit, a binding land-use plan, and a plan approval procedure. However, I also read that for the outer area, the [Flächennutzungsplan] may indeed have binding legal effect for citizens – but that still does not guarantee that one is allowed to build, because then the approval of the municipality comes into play again. Hard to understand for a layperson; you probably have to delve a bit deeper.

Do you really arrange something like that by phone? As soon as the building authority has to put something in writing, a binding answer is given. And yes, the building authority / district office is the contact for such matters.

Yes, that is called a preliminary building permit or building permit.
