Correct. According to the 1990 Land Use Ordinance § 19 but not the 1977 Land Use Ordinance

Submit the plan for approval and report ... as a neighbor, I would definitely take a very close look at it.

You can actually make out a few things on this plan, although the measurements are set like the wild west

I say this, the bathrooms (especially the one on the left side of the plan) are very poorly designed, mini showers, bad passage situation to the washbasin.

Regarding the bedrooms, I doubt that a 60 cm deep closet (the plan measurement should be 70 cm there) fits behind the doors.

In the attic

the utility room seems to be planned in the south. Dining/Cooking/Living, if I imagine a table there, then access to the square terrace area is pretty much impossible. And you can’t say anything about the rest because simply no measurements are visible.

I didn't check the calculations individually, the authority has to verify that, but the approaches are basically correct, although somewhat confusing since a floor space index II appears, which does not exist according to the 1968 Land Use Ordinance. No, that's what neighbor law is for and it says 2.50 m distance, which is maintained by the balconies here but not by the terraces. And building regulations: Unfortunately, there is no site plan with the distance areas and boundary distances. Whether the balconies comply with the permitted third of the boundary distance underrun is therefore not apparent but may be doubted. Correct and therefore it should not appear under 7. in your calculation form either. ... and not in the 1968 Land Use Ordinance either, which according to your information is to be applied.
