What to do if the new wall cannot be painted

Hello everyone,

I wanted to paint a 4-year-old drywall in the baby's room white or rather renew the white. Before my action: nothing to complain about!! Now I have painted the wall 3 times, but I can't get rid of the severe streaks. Upon closer inspection, I noticed that part of the wall can be painted flawlessly from floor to ceiling, the rest of the wall cannot: not only are there streaks visible, but the texture of the wall is different, the wall is rough.

Could this be a defect? Could the developer have done a poor job here? Not puttying, not polishing, not priming, or something similar?

Anyone have an idea what’s wrong with the wall and why the wall shows such severe streaks?

In the picture you can see that the right half is clean. However, the left side is completely covered with stains from floor to ceiling. These do not disappear even when you paint over them.

Best regards
Sergio

Is it an old or new building? How was the room used before?
Was the area possibly treated differently before, perhaps with a latex paint?
Or are there grease stains? Was hairspray or ironing aid used there, causing a change in surface texture?

Personally, I only know dispersion paint, but I am aware that different paints do not get along well.
Additionally, there are problems without priming on raw drywall or plaster. But it's interesting that one part works while the other area does not.
Priming might help, if applicable!

Hello, it is a new building. The room was almost empty before and was waiting for offspring. The walls were clean and before painting there were no signs that the planned 30 minutes for painting would turn into a real project. So I face the following questions:

1) Why did the wall look flawless at acceptance?
2) What are those stains and streaks?
3) How is it possible that even multiple coats of paint result in such a disastrous outcome?
4) Should the developer fix this?

So many questions and so few answers ))

We do not know what was in the contract. Who was responsible for the painting work?

Attention suspicion: A lot of filler was applied afterwards at this spot. The filled surface may not have been primed? Solution: Sand again (first coarse, then fine), then prime, then paint again.

The cause seems to me to be moisture. How long ago was the painting done in the photo? Maybe it is also due to the paint. I cannot detect any fault of the craftsman in this way. It looks like everything is too damp. You should perhaps measure the moisture in the room and heat properly. If the stains do not dry away, then apply a primer before the paint application. Then paint again.
