How is that supposed to have anything to do with moisture in the room when one half of the wall can be painted successfully and the other half cannot?

It must have something to do with the substrate, differences in the primer. Tolentino is probably the closest to the answer.

The cause seems to me to be moisture here. How long ago was it painted in the photo? Maybe it also depends on the paint. I can't see a defect of the craftsman like this. It looks like everything is too damp. You should possibly measure the moisture in the room and heat properly. If the stains do not dry out, then apply a primer before painting. Then paint again.

It actually can't be moisture. It is rather too dry. Besides, part of the wall is free of streaks. Also, the stained part of the wall is rough, as if it wasn't polished.
