These are then completely different - and also rather rare - conditions. In your case, the preliminary site plan including all necessary details is already available (commissioned by the development authority and created by a surveyor).
That your architect is then "allowed" to draw the planned building structure into the preliminary site plan is clear to me, although even this often meets with grumbling from the responsible building authority.
In all other cases, a surveyor is an essential requirement; also in NRW. By the way, you will still need a surveyor for the final measurement (when your house is finished).

when a site plan must be officially submitted and mandatorily prepared by a publicly appointed surveyor engineer is regulated in the respective building inspection regulations of the states. In NRW it is BauPrüfVO §3, paragraph (3):
(3) The site plan (paragraph 1) and the calculations according to paragraph 2 must be prepared by a cadastral office or by a publicly appointed surveyor engineer and certified with public faith (official site plan), if
1. the boundaries of the building plot are not established boundaries within the meaning of § 19 paragraph 1 VermKatG,
2. the boundaries of the building plot and the existing structures on the building plot and the adjacent plots are surveyed in such a way that coordinates for the boundary points cannot be determined in a unified system, or
3. there are encroachments on the boundaries on the building plot or from adjacent plots,
4. a building encumbrance within the meaning of § 18 rests on the building plot or on the adjacent plots.
In all other cases, the site plan for the building application can and may be submitted by architects or other design authors, even if the building authority grumbles. Partially, the building authorities also require official site plans, although these are not legally required, but this usually only happens when it also makes sense. It is also not the case that this must be associated with additional costs for the customer.
