It depends. The main argument with garages is the issue with the door. Our development plan also distinguishes between electric (no requirement) and manual doors (5m driveway). With a carport, you drive in directly, so 5m are not necessarily required. Since our development plan explicitly regulates this, there is probably no regulation in the state building code of Baden-Württemberg regarding this. I cannot say anything about Bavaria.

Your plan is unfortunately very inaccurate. Please post here the passages from the development plan (regarding the parking spaces and garages). A detailed plan from the building application of the property is also helpful in order to identify the binding points.
