Hard to assess without plans:

1. Is there a development plan? New development area or how old is the construction?
2. Is it a closed or open building style? This information is in the development plan, if there is one.

Roof terraces are a delicate topic, so you can also go to the building authority and ask whether it is possible. You may need the owner's consent and you will not receive a written statement unless you submit a paid preliminary building inquiry.

It has already been said several times, just upload the plans, without them it will be difficult to assess.

If I understand correctly, there are four garages next to each other, three of which belong to the property you want to buy and one to the neighbor.
He would have to register a building encumbrance on your property due to the construction of his garage (which is on the boundary, right?) or is that allowed according to the development plan?

As already mentioned, such legal questions are always very difficult to answer via the forum, because all plans must be made available for this. It is usually easier to get a corresponding statement from the building authority or an architect.

Not quite. I have 3 garages on my side, the neighbor also has 3. Additionally, next to my 3 garages there is a stable building. Over 1.5 of my garages and 1.5 of the neighbor’s garages there is an attic.
