I am still quite new here and hope someone can give me tips regarding my current problem.
Brief description of the situation:
We have an end terraced house (facing the street) in Hamburg. In spring, we want to redesign our garden and need some deliveries of various bulk materials (topsoil, recycled concrete, gravel, etc.). The street is separated from our property by a sidewalk about 2.5 m wide. There is no lowered curb (but the curb is very flat, about 5-7 cm) and no parking bays. The pathway is about 50 years old and paved with old gray sidewalk slabs and some coarse asphalt layered on top.
The suppliers told us that we need a permit from the pathway supervisor (Wegewart) so that the sidewalk can be driven over, due to possible damages. Our gardener (a friend) said it is common to either pay a fee of about €600 for this permit. The other apparently quite common method is to deposit a deposit of about €2,500, which the authority can use for repairs in case of damage.
Now the pathway supervisor was here today on site and said a provisional driveway is necessary (sidewalk is removed, asphalt is poured so that there is no curb edge to overcome, and in the end the driveway is removed and the sidewalk is relaid). So far, so good.
BUT THAT IS SUPPOSED TO COST €5,000!!!
That means we are supposed to pay €5,000 without having caused any damage at all!
We are quite stunned. Wouldn’t it be much more reasonable to handle the matter with this deposit? After all, we are just a private household and have saved hard and long for the house and the new garden. €5,000 is really heavy for me. We recently already paid €500 to the authority so we could build our small garden shed under the tree (it could be damaged according to the green authority). I already found this cheeky, although I am a genuine nature lover. Others buy a garden shed for €500.
Well, the shed thing is actually irrelevant here, I just wanted to mention that it’s not that we shy away from any fees. But €5,000?
Now the question: Does anyone have a tip for us? Who can one turn to or does anyone perhaps know similar cases in Hamburg?

I would be interested in how you all solved everything?
We have a similar situation, but we want to renovate our house.
Part of it will be demolished and then built up again.
We need a crane and should also asphalt etc. and then restore everything again. However, the costs are said to be about €21,000 via the pathway supervisor’s company.
The fee from the authority for the special use according to HWG is supposed to cost us another €2,200.
All this seems to me to be just a rip-off as well.
We also have the feeling that the pathway supervisors in Hamburg are showing off and think they are the top dogs of the city.
