"Could" or "must be like that"? So with full-area reinforcement mesh?

No idea, since only you know your current plaster. The craftsman probably made his suggestions for a good reason. Don't let everything fall off the wall again without reinforcement...

What is supposed to be a gypsum cement plaster?

Priming is always necessary and it should also be applied separately. Reinforcement mesh with a new plaster? I would get another offer...

We have lime cement plaster, which partly also sands. After treatment with [Tiefengrund], nothing sands anymore and the plaster also no longer absorbs the paint.

Two coats undiluted and it looks okay.

In some areas I still skim the walls thinly with a finishing plaster, in others we apply a textured coat.

That is the problem with the story - who knows what was actually smudged on the wall and how neatly the work was done. Sounds like it is an adventurous construction ;)

Oh, I had only seen the first three posts - then the reinforcement actually does make sense...

What was done to the wall I had already written. And yes, the guys worked fairly cleanly. However, I know from our area that normally plastering is done, and if you don’t want wallpaper on the wall, it is then smoothed with gypsum plaster which gives a nice smooth surface. WITHOUT full-surface reinforcement... that's why my question...

But the craftsmen are not full professionals like with us, rather self-taught. The statement was that it is a new construction that can still settle a bit. Therefore, full-surface reinforcing fabric in case settlement cracks occur. Although I rather think that if a settlement crack appears, just re-smear and put paint on it...
