The only problem is that the camera then doesn't do anything. Just constantly filming a few stones from the outside will eventually get boring. So here is my question: What is the purpose of the camera? Monitoring the construction workers, detecting botched work, documenting construction progress...?

To violate personal rights, a court order is required...

You are not allowed to film or photograph employees or others if they do not want it. Strictly speaking, you would have to inform all craftsmen about this and, if necessary, have them sign a consent form indicating whether they agree. Exceptions confirm the rule!

Legitimate interest was interpreted at a construction site we supervised in such a way that monitoring only started after the installation. Electrical and copper cables etc. are easy targets for theft, the delivery of sand-lime bricks is not. But this was also a gray area, as the potentially affected party would first have been the contractor and the monitoring should have come from him. All an effort beyond compare.

I would always monitor my construction site. All the craftsmen were informed and it was worth it. The cameras were in use from the rough installations on. We caught a beginner who was removing our flush-mounted fittings in flagrante. He was arrested on site by the police. In addition, the alarm from the cameras prevented professionals from breaking in twice at night. Before, many people laughed at me. After that, no longer. There were 4 Arlo cameras and a mobile router in use.

Wow. When I think about my construction site... 3 windows on the upper floor were not installed because of nesting birds. The scaffolding was still up. The construction door arrived only after the electrician. But that was actually good because the construction door was then in place before the installer, who had a key and could still get into the house...
