Unreliable craftsmen - is this common in the industry nowadays?

He: comes and takes a look. Says; costs 3000€.
She: ok. When?
He: I'll get in touch...

That was about 6 months ago; since then she has contacted him several times; but he's just very busy

For a structurally weak region, that may be understandable.

But where there is enough demand, cause and effect are exactly the other way around. Whoever builds a company of a certain size and good reputation there can also find successors. IF it does not have to be exclusively the son...

I do not agree with shutting down a good enterprise just because it cannot be kept in the family.

If there is simply no successor at all, nothing can be done.

I was glad that the water damage was repaired for me. Had to wait a long time. Cost estimate? Nope, because of 1000 € net daily rate I don’t get crazy. I can be glad that I have a good insurance that still gave me a cost approval on a verbal offer.

Most good craftsmen are 50-60% booked by [Bauträger]. That covers their costs. The rest of the orders come through additional work (e.g. maintenance) and the rest through good orders. If someone now comes with a 2,000 € railing and wants to haggle over 25 €, they just leave it.

Supply and demand.
