Better to give the person a wide berth. I don't see why heating warmth should be felt more on the face than the warmth from underfloor heating. The room heats up, so the source of the heat doesn't really matter. He probably also says that you should use Wi-Fi so that the data packets don't fly off the curve at tight bends in the network cables...

There are plenty of fools, you just have to find them. Underfloor heating and radiators for air circulation, I've never heard of anything so strange...

Brr. You can only shake your head at that. Just have a heat pump installed with a properly designed underfloor heating system and you're good.

Combination of radiator and underfloor heating is no longer used in new buildings today. It does exist in existing buildings and sometimes made sense there. In new buildings, however, the heating load is so low that no extra radiators are needed with underfloor heating. Especially not with a heat pump.

The qualification of the consultant / sales representative does not seem very good. In general, one should pay attention to someone's personal interests and qualifications. How does the electrician come to talk about heating and ventilation systems?
I cannot understand the advice to generally avoid the local municipal utilities/energy providers in this regard. I actually see it quite the opposite - of course not in this specific case.

Unbelievable. So in a car you also prefer cold feet and a hot head? So, better keep a cool head and do without radiators. Avoid the consultant. Period.
