Sure, you can include factors that raise the temperature earlier. However, presence then becomes irrelevant and a lock also doesn't seem like a sensible indicator of when the radiator should warm up. Ultimately, it comes down to a “dumb” timer.
Please also be aware that a towel radiator connected to the supply line of the underfloor heating will only lead to warm towels at -15 degrees outside temperature. Heating elements are completely useless in such a system because their heat is not retained in the radiator.
If you want warm towels, you need to choose a purely electric system and activate it 20-30 minutes before showering (triggered by whatever).
Alternatively, plan a second heating circuit with a significantly higher flow temperature.
