We can ultimately hardly understand how your neighbor ticks. If you have concerns regarding oil, etc., you only have the option to clarify/check this with the owner and to do so before the transfer of the property; otherwise, this, in my opinion, will be at your expense.

A sour aftertaste reads differently. If you already carry such a strong feeling inside you—based on hearsay—you should refrain from buying the property. Because friendly you probably won’t be towards your prospective neighbor anymore. I also don’t understand this rage—you know far too little so far and at the moment you are just an interested party in this property, without rights or obligations. A bit of neutrality and objectivity would do your attitude good—you will find enough other reasons to get upset during a construction period, then perhaps justifiably. And besides: wasn’t a real estate agent mentioned? Let him do something for his money; mediating a property also includes communicating defects to the seller and resolving the problem.
