In a construction project with a general contractor, it is common practice for the site manager to discuss this with the client on site. The draftsman does not come out, nor does he know the property and the location ;)
We also spent an hour with him determining the manhole and the later paving of the street with our property to establish the house height.
The building height is not determined by the site manager, but by the architect / planner
