How do you figure? Functionality is the priority. What good is it if the radiator is moved and the plumber can't reach it in an emergency?

Well, apparently it’s a matter of just a few centimeters, so the craftsman will be able to access it in an emergency if the system is moved.

Can but doesn't have to. We had ours built in (shelves, etc.) when it was broken, the plumber hit us over the head with the documents.
