You can also just take a piece of paper and draw a few parts to scale in it. Make sure to check what is allowed according to the development plan and submit it. You can also call there and ask exactly what they want. You can also draw something in with AutoCAD. It's not rocket science and you don't have to pay 600€ for it. Of course, if you have it done by someone else, the price is about right. Someone will certainly spend 2-3 hours on it plus all the extras, and 600€ will be gone.

I called the building authority myself last week. Apparently, different statements were made. Our draftsman was told that the plan must be in color, and I was told that black and white is sufficient. The draftsman can also do black and white. I have now received more offers, ranging from €360 to €1800... Huge price range.

Are there no builders in the area of the same [B-Plan] who already have a building permit? Ideally, a direct neighbor with a similar plot size, owner and address can be requested at the land registry or, better, the tax office (legitimate interest: shared fencing), a friendly call to the neighbor, copy the plan and transfer everything exactly to your own property. The question of the right to submission still remains. I am not familiar with that.

However, there are some who started building last week. They only marked a few trees and the parking spaces from the ground floor plan, and what the office placed great importance on was permeable paving. We are doing it that way now too, it will turn out fine.
