Then every gardening design would deviate from the permit because somewhere an edge stone ends 30cm above the previously indicated level in the building application. With all due respect, I consider it complete nonsense to construct a what-if case now. It is about a somewhat steeper executed slope, which according to the OP is continuously at least 3m away from the property boundary. It does not matter whether planting stones or similar are used; it would be new to me that planting stones along a terrace in the middle of the property require a permit.

However, I would avoid a steep embankment, either let it run out naturally, which is difficult to mow and plant, or create terraces, which can be beautifully planted and still appear unobtrusive.

With the expiring variant, we would also have to consider that the original site in the "3 meters from the border" area is not touched, if I understood correctly.

I consider it utter nonsense to compare a raised bed, a sandbox or a 30cm edge stone with a 1.5m high embankment.

The new state building code makes it easier. Exempt from approval according to
§62
9. Embankments and excavations with a height or depth of up to 2 m and a base area of up to 30 m²


Embankment higher than 2m? No.
Embankment larger than 30m²? Not clear from the thread. If no: exempt from approval


Up to 1m height is unproblematic:
§6...
2. higher than 1 m above the ground surface and are suitable to be entered by people.

I am just doing some calculations and if we simply retreat another meter from the boundary, then we come to 30-31 sqm that are being filled. Slightly reducing the length (perhaps with a curve) and I would say the 30sqm limit can easily be kept. This way, you still have a wide terrace and if applies, we can also let it taper off nicely without creating too sharp an edge.

Why is an addendum not an option at all? Before you restrict yourself permanently...

You don't have to submit a completely new building application, an addendum to the existing one should be possible!?
