No, common practice here. Of course, it's nowhere written.

Since the neighbors are not willing to reach a compromise, let it come to that. The carport installer and the surveyor now have to argue about what needs to be done, and who does and pays for it. If you did not determine the position yourself against the installer's advice, it is not your fault. Wait for the discussions to take place, and then I would get legal advice. Then you go to the neighbor and simply ask if he is interested in an expensive legal dispute, or if he doesn't care about the 2 cm.

Have you now already checked as suggested here whether the boundary is really uniform with the L-stones? So first check the boundary line before you do anything else. At least you can stretch a string from boundary stone to boundary stone...

No, I haven't done it yet. Unfortunately, I also belong to the working population and have a small child. So I have to first check the situation properly during the day on the weekend. At least the carport builder was here today and measured everything again, we will discuss a joint appointment with the neighbor this evening, I don't know more either.

So, actually a conversation with the neighbor was planned. He refuses any direct communication and insists on dismantling. The survey showed that the roof was delivered 3 cm longer and thus overhangs by 2 cm (in the air). So be it. The neighbor is "right," no one is disputing that, but the fact that you cannot come to a reasonable agreement here and the manner in which this is happening, I find very concerning ....
Be that as it may, the carport builders must come and shorten it; now I hope that this will happen smoothly and promptly.

At least I see this "neighbor relationship" as disturbed.

My condolences. But luckily he is not the only neighbor. In the future, make sure to observe everything with special caution and otherwise ignore it.
