Surveying Services - Cost Differences

Hello!

We are about to purchase a plot of land and I have now inquired about the surveying.
I knew that there is a fee schedule in NRW and that the prices were significantly increased last year.
However, several house-building companies have communicated that there are some surveyors who do not charge strictly according to the fee schedule and that you can save money here.

Therefore, I obtained three quotes and precisely itemized what I want the cost estimate for:


1. Creation of an official site and elevation plan with the following information:
a. Elevation data on the property, the adjacent traffic area, and the public drainage (manhole cover)
b. Existing structural facilities of the immediate neighboring properties including eaves and ridge heights, type of building use, number of floors, and roof shape
c. North arrow
d. Boundary dimensioning
e. Designation of the requested and adjacent parcels
f. Entry of the planned project and the distance areas
2. Rough staking out
3. Fine staking out with the creation of a string framework
4. Construction control surveying
5. Building surveying


Two of the three quotes are very well itemized and both are priced at 5200€. So both charge quite exactly according to the fee schedule.
The third offer is 1500€ cheaper. But the items are not itemized.

Now I am wondering whether I can accept the cheapest offer with a clear conscience, or whether it is a bait offer?

Are there any experiences here?
What questions should I ask the cheapest provider again?

As you have probably already seen, there are sovereign and non-sovereign services. For the former, the costs are bindingly set for all surveyors, so you will not find any differences there. If a surveyor offers these costs cheaper, he is committing an offense, so I would be very careful whether it can really be invoiced that way afterwards.

It is somewhat different with the non-sovereign services, although apparently there must also be some reference to the fee schedule there so that the surveyor does not get into trouble with his supervisory authority afterwards because he is subsidizing the sovereign services in the process.

Bottom line: If the offer shows a difference of 1500,- EUR, it could happen that the amount will be significantly lower when invoiced.

Oops, I'm surprised that overall it is so expensive with you (we are building in BW). We received this from our surveyor: 1. Survey of the cadastral data, incl. fees for the cadastral data, incl. basic survey (local elevation survey of the building plot) incl. creation of elevation plan (DXF file) 2. Preparation of the site plan for the building application with text section and setback plan, multiple copies of the site plan 3. Rough staking out of the residential house with carport, elevation indication (for the excavation) 4. Cutting the profile frame for the residential house with carport, checking the height of the excavation base, elevation indication Costs for this € 1750.00 plus VAT.

On the one hand, this is not the same in every federal state, on the other hand, at least in NRW a recent increase in the fee rates was implemented:

Ok, nothing is certain. It can, but doesn't have to. I will call him and ask how the price is composed, why it is cheaper.

If he does it in black, it will simply be cheaper, but legal is something else.
