The execution plan is probably from the general contractor, who is either the shell builder himself and tries to make sense of his botched drawings, or it’s a lottery how they are interpreted (and the staircase can actually only be planned once the ceiling on the ground floor is in place). Somehow I’m just thinking of Oli with the YouTube videos from his disaster construction site.

The basement is built, the ground floor as well, and currently the upper floor is being bricked.

Then the raw ceiling of the ground floor is already in place, the stairwell measurable, and the story height as well.

You are welcome to explain in more detail the context of how you can on one hand have functioning expert support yet still end up in the predicament of having to "sample" the stair construction with the subcontractor. According to what one calls logic on my planet, that is categorically excluded. How do a construction-supervising expert and a story-height-rise-stairwell constellation as a "surprise package, how the general contractor thought it" reconcile?

I would also be interested in the rough construction dimensions. The child has already fallen into the well.
