But that's precisely why they deal with noise protection, isn't it? Not to complain, but to upgrade their home in such a way that the external existing noise is minimized and one can still live in a noisy central area.

Precisely because of such games, buying land cheaply next to a (future) noise source, not providing your own noise protection, and then suing for it later, there should be full understanding if noise protection at one's own building is strongly demanded in land-use planning.

It is clear that this does not help in the garden. But anyone who knowingly places themselves next to a noise source must deal with it...

I would be interested in your living situation. Is everyone living near busy roads / railway lines here? Soundproofing was a big concern for us as well, and it is difficult to get a reliable statement on it. The architect just said: don't worry about it - well then... in the end, we have chosen soundproofing class III for certain windows and are at least mentally reassured. And just for that, it was worth it.
