So with ours, a minimum distance of 10 m to the next house is mandatory! It must not be less than that. Just take a look at what minimum distance is recommended for the pump.

A heat pump is by no means the cheapest heating system. And when deciding between indoor or outdoor installation, price is not the decisive factor either. However, the location of the outdoor unit is poor in any case and should be changed ...

The rearrangement is likely to be a considerable effort. If the system is already running, the screed is already in place (is he already living there?), leaving aside the fact that new planning would be necessary (construction stop?).

Tip 1: Wait until May; it will get warmer at some point anyway. Tip 2: Politely talk to the neighbor to find out what he had in mind, whether it played a role in the planning, and if alternatives were discussed.

Possible soundproofing measures should then be planned together calmly and with expertise.

Even though I find that very sympathetic: this practically means that only people with plots wider than 20 m and even then practically only in the middle on the garden side can place it. If that is the best Till Eulenspiegel trick to eliminate the ridiculous trend of putting buzzing boxes in front gardens, so be it

Classic noise protection regulations unfortunately focus more on sound pressure than on being driven crazy by tinnitus of moderate "volume."

And I fear most builders don’t think about it at all. They just obediently swallow that they are told the energy concept, which is linked to their subsidies, just requires it that way.

That this is basically nothing else than putting a fridge in front of the house – only not for bulky waste but permanently and switched on – no one with a sound mind would do that.

Well, I would just politely ask if the thing can't be bricked in. There are also pretty walls...

You can't just brick that in. It's a kind of compressor. It sucks air. It has to be able to breathe freely. I suppose.
