About 80 and 2m are already more than far apart.... the thing is: Nobody can force you to sign the gravel costs. but nobody can force him to continue building then. The dilemma is clear. So: Reach an agreement.

Look in your contract for the section on earthworks. You signed the regulation, I would like to remind you, and it is part of the contract. What did the geotechnical report say regarding the foundation recommendation?

If you signed for about 80cm, it is really going to be a problem. If it was already verbally agreed before that it should be 2m, this should have been better included in the contract; otherwise, you will probably have to pay a learning fee. Be glad that you are not getting a completely overpriced bill and keep in mind for the future that many construction companies verbally promise a lot and say everything is no problem, but they mostly leave out the clause about money. So in the future, agree on everything in writing. In your case, I would suggest terminating the contract (even if you don't want to) and see how the BU reacts. You can suggest that no agreement will be reached if they cannot build the house as agreed in the contract and you do not accept their significant changes.
