...I found that far-fetched and therefore "heavy artillery." As Katja rightly says, these are mostly more trivial matters, at least most of the time; once one has made sure of that (see "look at the document"), the signature is the first form of neighborly help.

I wouldn't worry too much about it.

Legally, the signature made has no binding effect. Even with a signature given, you can still file a lawsuit against the approved plan. The only difference compared to no signature is, as has already been mentioned several times, the time saved for the neighbors.

At least you can now see the plans early and check them for compliance with the development plan and save yourself the trip to the building authority.

We have also provided this signature; our neighbor built during the exemption procedure. At the office, we were informed about what this signature means for us and why we provide it.

You are best to reflect on that question in 4 months... if you URGENTLY need a signature from exactly that neighbor in order to start your own construction project in time, to complete all weather-sensitive work before winter...

Due to a change of use on a purchased property, I had to ask seven (!) neighbors for a signature. The building authority could have done the whole thing, but it would have taken a lot of time and money. In the process, we also got to know all the neighbors. It was an experience I was extremely afraid of at first and am now grateful to have done. How did a user write here? "The first form of neighborhood assistance." You’re not buying a car with the signature. And if you refuse yourself, the building authority can replace the signature. That, in turn, can be the start of excellent "neighborly love." When you then consider that you live next to your neighbors until the end of your life.

Thank you very much! I will check whether the letter, as soon as I receive it, contains any deviations from the development plan. If not, the neighbor will of course receive her signature.
