Setback construction obligation and fire protection construction obligation - What is that?

Hello dear people,

we have just viewed a property that we would like to buy.

While googling the address a bit, I accidentally found an official community bulletin, which seems to be a kind of village newsletter. Our property is mentioned there by chance.

It says:

Gemeinderatsbeschluss Nr. 78 / 19 Der Gemeinderat stimmt der Übernahme der Abstandsbaulast (3m) und der Brandschutzbaulast (5m) zum geplanten Umbau und der Erweiterung des ehemaligen Restaurants, Forststraße 33 im OT Weißenberg zu. Es ist sicherzustellen, dass die Nutzung des vorhandenen Parkplatzes und des Gemeinschaftshauses weiterhin für unbegrenzte Zeit Bestand haben. Die Eigentümer des Gebäudes Forststraße 33 sind auf die Beeinträchtigung schriftlich hinzuweisen.

Unfortunately, I don’t really know what all that means. Can someone help?

There is an (old) restaurant there. It is unclear to me from the text on which property it is located, the one with house number 33, or next door.

Anyway, this restaurant was/is being renovated up to the property boundary, so that a building encumbrance is registered on the adjacent property. On this adjacent piece of land, any potential building must maintain a distance of at least 3 or 5 meters.

A sketch, photo, or cadastral plan would help.
