What does the development plan _first of all_ say about the idea of the multi-family house? Putting the cart before the horse makes no sense if you don't know whether it is generally allowed. There are conditions for buying out parking spaces which, in my opinion, do not apply in purely residential areas, since parking space has to be generated.

What is it actually about: apartment rental, shared flat, property developer offer, or self-planned property (also read all warnings about uncoordinated semi-house construction with the keywords Goalkeeperthread, Mitkellerer/Ohnekellerer etc.)?

I would also have looked into it first. We also have specifications in the development plan regarding the number of residential units per building. That means, that would also be my first look. (For us, for example, there is a specification for semi-detached houses usually allowing one residential unit, but two are exceptionally possible "provided that one is of subordinate importance compared to the main apartment"). Do you have a development plan where you are and are there stipulations regarding the number of residential units? Otherwise: From the initial post, it is also not entirely clear to me whether the semi-detached house is even being newly built or already exists. Since we are in the house building forum, I assume the former for now, but it caught my attention that I am not really sure about the question.

We (my brother and I) built 2 semi-detached houses with 2 residential units each (so 4 apartments) on TWO plots of land together. In total, we have 5 parking spaces and still plenty of garden. The plots together are about 640m² large (small) and approximately 300m² of living space was realized. Upper floors each accessed via external stairs, technical equipment outsourced to an external technical room located at the boundary.
Affordable? I think so, but some might see it differently. In hindsight, of course, definitely affordable with under 1% interest and lots of gifted money (KfW etc.) The whole thing in Münsterland (NRW) and in compliance with the corresponding state building code (one parking space per residential unit...)
