Did the employee actually speak of half floors? These do not exist in building law. For your property, an attic extension also does not seem to be permitted (II and not II+D).

You should definitely draw your property to scale (obtain and enlarge the cadastral map or use Bayernatlas) and transfer the building boundaries to it to scale. It seems to me that your house does not fit into the building window, so all your efforts could be in vain. Also note that the house must maintain a minimum distance of 3m from the boundary.
This has already been admitted by the municipality. We have such a housing shortage now that almost everything is approved. II+D is no problem since the three new buildings on the neighboring property are built similarly. What do you mean it does not fit into the building window? Too large for the plot?
