This has already been admitted by the municipality. We have such a housing shortage now that almost everything is approved. II+D is no problem since the three new buildings on the neighboring property are built similarly. What do you mean it does not fit into the building window? Too large for the plot?
I already wrote above that the actual property is larger but will still be divided. I’m attaching a photo from Bayernatlas.
On the neighbor’s property, three rows of three-story terraced houses will be built.

You must take your 636 as a reference for the floor area ratio and plot ratio.

Regarding the aerial photograph and the planned terraced houses: you can clearly recognize older terraced houses in the aerial photo. There are also areas in this residential district that allow terraced houses with 2 VG plus D.

But that should not be your problem now.
You have your own project, and the development plan must be followed there :)
