Retaining wall for the retaining wall!? Do you have any ideas?

Could the house theoretically be set higher? What does the development plan still allow for? Changing the plan is surely cheaper than underpinning. Why is the house actually positioned so diagonally on the plot? If the neighbor installs 2m of retaining wall, it is probably quite steep.

Without more information, I would say plan the parking spaces differently.

I still have concerns about the L stones. Since they do not act as a wall diaphragm, underpinning is, in my opinion, not possible without additional measures. Whether a possibly reinforced concrete foundation can replace this diaphragm effect is something the structural engineer can tell you.

Since there are no plans, here is a suggestion. You could raise the driveway and the CP and then secure it with L stones and/or the house on the valley side. This is certainly the more affordable solution. Where are the plans?

I had the same idea. Better to model and adjust your own terrain and leave the other side alone. However, this sentence from the OP makes me doubt whether it is so easy to implement with a higher carport...

We have a rather large carport as a house entrance canopy

If the carport is supposed to cover the house entrance and the entrance is on the side facing the carport, the height difference would be a problem.
