Result after facade insulation - acceptable?

Unfortunately, the property management is the contact point for the tenants here and is rarely willing to take action. My landlady would have liked to respond immediately, but her hands are tied precisely because the facade (insulation) falls under the common property.

I wouldn’t have a problem with a few wasps, but the number constantly crossing the balcony here is definitely too high. Therefore, I called the local nature conservation authority this morning and received a list of companies that have a so-called blanket permit to assess and, if necessary, relocate the wasps.

According to the tenants’ association, the costs for assessment and relocation are to be paid by the property management from the owners’ reserves and may not be passed on to the tenants via operating costs.

I think once the other owners have shared these costs once, they will also get moving and make sure that the construction work already approved by the architect is corrected. Unfortunately, my landlady cannot do this alone against this property manager.

Wasps and building waterproofing are administratively two different matters.
Common property: Here the owner can document everything photographically and demand improvements from the management. A manager is not a God, I would, as an owner, definitely demand that no further waterproofing work is undertaken, and that the method of renovation execution, especially regarding building waterproofing, is included as an agenda item at the next meeting. This can certainly be done promptly, as meetings have not been allowed so far.
I would not integrate NABU into wasp control. I have never seen a pest controller relocate wasps except to their eternal hunting grounds. Who else should they force them on? Control would then cost significantly more than roughly a good hundred. That does not please the owners at all.

My landlady is now intensely dealing with the topic of building waterproofing, as she is gradually coming under time pressure due to the KFW funding. The construction measure actually began in May 2018...

As for the next meeting: besides her, only one of the 7 total owners is willing to prevent any potential damage. All the others close their ears and eyes just to avoid paying anything - "penny wise, pound foolish".

After the property manager was informed that I would take care of getting rid of the wasps and would send her the invoice, she took immediate action.
