Hello, we started with very little paint, after the first coat you could hardly see any effect. We now have 5 layers on it and barely anyone who doesn’t know that the wall was painted or glazed recognizes it, I claim. With a primer, I would work anyway with visible concrete (so as not to use the term exposed concrete) to close the surface and prevent any sanding. That was the tip from a painter friend. Sinfully expensive "concrete cosmeticians" treated our neighbors’ concrete carport exactly the same way, only in my opinion they used a bit too much paint... But before that, you should really try to find someone who can help you regarding the removal of the adhesive residues. By the way, I cannot recommend sandblasting for that, we only tried it once in the basement. It opens an endless number of pores in the concrete, afterwards it looks like a slice of Tilsiter cheese.
