Believe it or not, I wanted to ask if you come from a scientific institute.

Although I strongly doubt that things are the way you describe them everywhere... working with non-academics and especially in construction with people who do not have a high school diploma or even a secondary school leaving certificate cannot be compared to the ivory tower of a university.

And the institutes I have had the opportunity to visit professionally... they do not work as well as you describe. I currently have such a care case, you go there and nothing is prepared, the people look at you as if you had just eaten Santa Claus and still have the hat in the corner of your mouth.

Thank you very much for the valuable information.

I had the phone call with the town hall yesterday and clarified the matters. He made it clear to us what our duties are and what he expects from us, and he also gave us really valuable tips on how it is usually done.

We agreed to submit a new application, which will be signed by the construction company, to hold them responsible for complying with the relevant regulations (this was the recommendation of the caseworker).

We also agreed to communicate directly with the town hall to ensure that the construction company behaves as expected.

I have marked in bold in your quote what I welcome and find sensible – and struck through what I consider nonsense. More than "morally" you will not hold the construction company responsible with this than they already are to you as a loyal contractor. If a third party signs your agreement, how many attempts do you need to find out who is really responsible? That is definitely reasonable. I am currently pleased for you that a solution is in sight and that the authority and you are rowing in the same direction. I would no longer have hoped to restore the authority’s trust to such a degree, you were probably lucky there. For the further course, I stick to my urgent admonition that you should find an engaged guardian of your construction site on site.

Nothing is money better spent than that. Fortunately, I had a very good friend who was a civil engineer and who went through the construction site with me every few days – and what he saw was absolutely unimaginable to us: For example, the connection of the heat pump had actually been forgotten, and only after my persistent insistence did the site manager deign to come and look at it on site. Of course, if I hadn’t pointed it out, it would have been made up eventually – but definitely not properly. Sure, if you forget the 40mm empty conduit for the photovoltaic system, you can always chase the outer wall – I found it much easier to point this out during the shell construction.

And there is simply so much that is at best comprehensible for interested builders but by no means conspicuous. For a "retired civil engineer (...) as value added webcam," it’s a piece of cake.

If I were to build again, never without such advice, even if I live right next door and am there every day.

Why is it still my consent even though it was submitted and signed by the responsible company? At least, that’s how I understood it from the clerks. The person who submits and signs the application is the one legally responsible. This does not necessarily have to be the property owner. Could you please clarify this point a bit? Should I appoint someone to supervise the general contractor? What kind of job is that? Is it a full-time position or just regular visits to ensure everything is in order? OK, so this is an expert who evaluates the work performed and orders corrective measures if necessary, right? Is it normal for the civil engineer to be well informed about all trades in house construction, or should there be another person for the different phases?
