Reduced value-added tax until the end of 2020. Procedure for invoices?

Hello everyone,

the grand coalition has set the VAT from 19 to 16% from 01.07.2020 - 31.12.2020. That would also be interesting for the builders.

However, what questions arise for me is how this concretely works? That means only invoices issued by the end of the year count. Or do they also have to be paid by me by the end of the year?

Is it possible to arrange with craftsmen that they issue the invoice still in December 2020 and I only pay in February after completion of the work? Do I then pay without the 3% VAT difference? Or is their invoice amount too low by 3% and I have to pay the difference in February?

What do you think?

You are not allowed to link anything... but a tax advisor wrote that a clearly definable service must be provided and accepted by the end of the "interesting" period - including the start of the warranty period. So it will not work the way you have planned.

So only trades that were completed and also paid by 12/31/2020 fall under this?

I am not a tax advisor, I am only repeating what I have read from the tax tips about the last tax increase. When you pay does not matter, but the clearly defined service must be completed and accepted. Some things can be easily divided (e.g., fence construction and planting), others not at all. I would seek professional advice on this. Surely there will be tax advisors/Finanztip pages that will be helpful in the next few days.

I am supposed to pay 12% completion of the basement slab, 12, completion of the basement floor, and 22% completion of the shell construction.

That should all take place at the relevant time. It is all clearly completed and definable. My layman's opinion...?
