Raising the property by 2 meters - experiences?

Hello everyone, we are considering filling up our property, which is on average about 2 m below street level. If we build with a basement, groundwater is to be expected, and since we also want to set up a granny flat in the basement, we want to avoid that possible risk and fill the property (26m wide x 35m deep) by about half and build the slab directly on the gravel layer. I would like to know if anyone here already has experience with such a "Grundstückserhöhung"? Best regards Markus

So you basically want to put a basement-called ground floor on a slab and pile earth around it so that the upper floor then becomes the new ground floor (?)

Such a man-high embankment would probably be considered a structure under most state building codes, and if the neighbor does not do the same, a lot of additional effort due to drainage alone would be necessary. This renamed buried ground floor will also have to be WU against its new groundwater level. Lastly, I also see a problem with the height limits that could refer to the original terrain. Overall, that sounds like a very high-proof schnapps idea.

No, maybe I expressed myself incorrectly ....... the building plot is 2 m below street level and I just want to fill it up with gravel and build the foundation slab, ground floor and upper floor on it

You do not want to set your basement slab UG at -2 m, but at -1 m and then fill in about 1 m? I don't quite understand that.

Only the area of the house or the entire property to be filled by 1 m?

Whether that is permissible?

What are the neighbors doing?
