Raising the property by 2 meters - experiences?

There is only one neighbor, who is already at street level with his property! I simply want to fill in the property, which is currently 2 m below street level, by 2 m so that I have a flat property. The granny flat will then be built next to it....

On the other two sides, does the property border nothing and no one? Dumping soil to man-height across the entire area isn’t free, just because these earth masses don’t occupy habitable space. ok thanks. One side is not yet developed and also not sold....... the rear side does not come into play since I am only filling up half of the property and letting it slope down to the back.

But that also counts as a neighbor to whom you must not let "your" rain flow.

To possibly answer it: Yes, it is basically possible to fill up and then build on it. It is simply expensive, questionable whether permissible, and complex due to various facts.
