Despite all the lack of understanding for the medieval-micropolitical interpretation of the federalism concept at the level of the Berlin district offices, I understand the clerk here and share the authority’s objective doubts. The OP has both exaggerated with a sick note for a timber frame prefabricated building that is fifty years old and thrown in one crocodile tear too many by mentioning an asthma illness. Moreover, this is not professionally correct, as the asbestos is only indicated on the outside of the house walls. Based on this file situation, I would consider a gutting of the house, possibly only in the form of asbestos remediation of the facade, reasonable and sufficient.
