Problems with screed under design vinyl flooring?

Hello, we viewed a house today (built in 2010), well-maintained and modern, we are considering buying it. However, we noticed that the base plaster on the outside of the house has bubbles and is peeling off in many places. The underlying mesh is visible in many areas. On the ground floor of the house, we noticed that the floor under the design vinyl (screed?) is very uneven and resembles a small bumpy track in some spots. The house does not have a basement, and there is no sign of the problem upstairs. Could the house possibly have a moisture problem, or is this all not serious?

This is due to poor workmanship. Moisture rises up from the ground.

Assumption: the vinyl was laid without further treatment of the screed.

Please upload photos of the base plaster. The "problem" screed can only be clarified once the floor is removed and you can look at the screed. Before that, making a statement is as difficult as predicting the lottery numbers in advance.

Thanks first of all, the previous owners still live there, I will see if I can somehow take a photo of the base. I have attached a photo from the exposé where you can clearly see the unevenness of the floor on the ground floor and also a slight discoloration. We just wonder if something like that can occur without any moisture. But if that cannot be answered like this, it is of no use.

Really a bumpy ride. I would personally guess that the screed is simply uneven.

Color changes in vinyl due to moisture are possible, but then you need a) the appropriate ("cheap") vinyl and b) a lot of moisture. Before that, you should already find a lot of moisture / mold on the walls before the vinyl starts.

P.S. an inspection with an expert who can answer such questions directly is well spent money when buying a house.
