Pour the basement or build with porotherm bricks?

would it be better to pour a basement or to build with porotherm bricks?
the basement contains a bedroom and a children's room.
the basement is about 1.3 m underground, the rest is above ground, so a walk-out basement.

What does the soil report say? (Temporarily) accumulating seepage water? What does....who actually recommend? Architect? General contractor? A bit of background info could help to answer more specifically.

For example, in our case: soil report says clayey soil, temporarily accumulating seepage water ... so the question doesn’t arise -> waterproof concrete, shuttered and poured.

Otherwise, if there are no reasons for one or the other, I would take the cheaper option [emoji6]
