This is an obvious mistake, any reasonable third party will expect that the total price has been agreed upon. The scope of services is stated in the construction service description. You can try not to pay at the time the invoice is due. Then construction will come to a standstill, leading to a lengthy and expensive legal dispute, and you will lose in the end.

I also find your plan immoral, trying to shortchange the construction company by 11k of the agreed price. The company has more than enough means to repay you in kind.

The payment criteria only define due dates for partial payments. By paying the 11k, you do not acquire a concrete ceiling under any circumstances.

Isn't there something like underperformance will be reimbursed, overperformance will be charged in the contract?

The question for me is rather whether the 11,000 is due upon completion of the previous item or only upon completion of the next item.
