30-40 items are a lot, but it usually says in the contract that the developer may request a maximum of x partial payments. We had 13 items and paid 7 partial payments.

Isn't there something in the contract like underperformance will be refunded, overperformance will be charged?

In this payment plan there is the item "Construction of the concrete ceiling upper floor" with approx. €11,000. However, my house has not planned a concrete ceiling on the upper floor from the beginning. This means that this service will never be provided.

But your upper floor will hardly be planned as "open air". In the construction process, the laying of the beams will probably take the place of the concrete ceiling.

The question for me is rather whether the 11,000 is due upon completion of the previous item or only upon completion of the next item.

It doesn't really matter here if you supply the financing bank with construction progress reports. In the end, 100% is paid.
