That's ALWAYS the case! It's called utility connections, independent of the lines at the street, and every builder has to pay for it. One concerns the property, the other the house, at the latest upon completion. Call there and ask where the next point is located.

First, it must be clarified whether the plot is actually developed within the meaning of §4 HBO, i.e., whether parcel 94 is a public traffic area.

Well then you have a possible plot price: 800m² * 35€/m² = 28000€

We paid €13,000 for utility connections for our fully developed plot, so that has nothing to do with the land price.

What is the seller asking for?
In the end, it only comes down to whether you are willing to pay this price.

If I tell you that we paid almost €300,000 for 300 sqm fully developed, that doesn’t help you either....

From the aerial view, it looks like you have to drive over the Sparkasse parking lot. Therefore, I assume it is a private access road. So, building burdens and easements would still need to be taken into account. Also, the maintenance costs would have to be clarified. The standard land value is a value you can refer to if you have no idea about the local prices or don’t want to bother analyzing the current market. It reflects the prices that were paid in the past during sales. Ultimately, only supply and demand determine the price. That was, just like the land price and the surveying costs, only a very rough estimate. The price depends on so many factors, e.g., the current order situation of the companies in question, so more accurate information is impossible. At the end of your construction cost overview, there should be a buffer of at least 10%, so that deviations of up to 50% in individual items can be absorbed.
