Why should that be nonsensical?

A higher knee wall is usually desired for more standing height, which it provides only in the lower area – only with at least an unchanged roof pitch does the standing height then increase continuously. In combination with a shallower roof pitch, the desired effect is often more than compensated beyond a certain point.

Well, that's simple mathematics. It depends on the ratio of the increased knee wall to the decreased roof pitch.

Speaking in general terms of "just nonsensical" seems poorly thought out to me...

Nevertheless, you will have to realize that with the lower roof pitch you are not doing your standing height any favors. And the building authority will also come to the idea that 1.50m + 20 degrees does not differ in most of the room from 0.50m + 45 degrees. At this point, also don't forget that you have neighbors who had to build with the same more or less sensible requirements and managed to do so.

That was actually the plan at one point, but it changed to a two-story house over our rather long planning phase ;)

Two-story? I can't imagine the building authority agreeing to that. A 50 cm knee wall can be mitigated by a suitable dwarf wall. Of course, it depends on the roof pitch, which we do not know yet. If it were my project, I would first have a house designed that is eligible for approval and complies with the development plan. With the design, I would obtain 3, max. 4 offers. For that, I would already research in advance who builds with my preferred material, where the references are good, and preferably where recommendations are also available.
