It is not an "exposé," but the official tender for applying for the plots.

But only a sample contract. That does not mean it will be signed as is – it also still includes district heating, which supposedly does not even exist. The OP has not yet received a draft.

The recognized (also internationally) definition of the passive house comes from PHI. That is not a

but meets the criteria mentioned in the opening thread. You are far from the Building Energy Act there.

Although I do not really consider the values for the passive house (HWB/primary energy) to be very demanding. According to the energy certificate of my own renovated house, for example, I am well below those.

Honestly? Just blah blah, I say. In our new development area back then, the sword of Damocles of a strict energy balance, KfW, building energy law... back then KfW55 also hung over us. Nowhere was it written, except in the "exposés"! A year later, no one talked about it anymore. These new development areas with the ideals are not uncommon, but also not to be taken literally. By the way, our design framework was attached to our notary contract.

Passive house is not rocket science either.

You can say that if you want. But that's how it is. Whoever talks about passive houses talks about PHI houses. That's simply the standard. Just like the aRdT. No blah blah.

Quote Baupilot: In the event of an allocation, ... obligations must be complied with:

Quote 2: A passive house must be built on the properties plot number 1412, 1413, 1414, 1415, and 1416.

That says it all. Period.

..., provided that Quote 2 is also contractually agreed upon. Otherwise, the development plan applies without passive house.
