Passive house requirements of the city are not included in the development plan

I don't believe that the city could really be so stupid as not to write it down somewhere. But, who knows?

I find it much worse if these conditions are known, that here - should it not be fixed in writing - active assistance in the mess is provided. But, that's just Germany...

No. Everything is very well regulated with us. And if nowhere is fixed that a PH is necessary (only the KV remains), then it is completely compliant to stick exactly to the rules. And these are laid down in the development plan = no PH There is nothing to do with cheating there. It is then complying with the rules.
