In fact, you won't be able to build such a high-security area in a house like that. The observing superkiller will probably just make a hole through the wooden beam ceiling (or brick wall or whatever) past the steel plate. With the right preparations, that can be done quickly.

Is there a reason to isolate only the upper floor like this? Does the lower one have to remain more "insecure"/open?

Security measures in an old building, I see the question here less. The focus here is on sealing off the upper floor as a whole as a panic room. It may be tempting to think about the implementation over a beer in the evening, but repeatedly blaming a forum for its paranoia is simply not healthy. Just put a fence around the property and that's it. Or a moat. With a drawbridge. Close the flap, monkey's dead.

Someone else says that all security measures are pointless anyway, you could send a letter bomb. Surely heavy artillery would penetrate any secured roof.
