Old building flat roof bright spots ceiling

We bought an old building from 1971 seven years ago. At that time, the ceiling of our bedroom was repainted and the walls were wallpapered.
Over the years, we have had some fogging – meaning the walls have become a bit darker. The painter wants to paint over it again in the summer.
Our flat roof was renovated 12 months ago.
Inside there were never any damp spots or anything like that, but outside you could see some concrete stains just below the gutter through the plaster, which is why we renovated.
Now, due to a new lamp, I have accidentally noticed light spots on the bedroom ceiling. When I tap them, they sound hollow. In the bedroom, I find about 7 of these spots over 15 sqm – at most the size of a hand spread out. In the other rooms upstairs, we don't have this fogging problem; the ceiling there looks freshly painted. But even here, by tapping, I accidentally find a few hollow, small spots.
There are no cracks or dark discolorations anywhere on the upper floor.
Could it theoretically be that the roof was leakier than we thought, the reinforcement in the concrete is rusting, and that's why the plaster sounds hollow in small spots? Or is it more likely a harmless reason, old plaster, poor adhesion, or something similar?
I hope the latter, because otherwise there wouldn’t be just small hollow spots, but rather elongated, larger ones and also cracks in the plaster at these spots, right?

Pictures are really difficult; even in reality, you only see the spots if you look closely.

No, but I'm only concerned whether it could be something worse like reinforcement rusting or rather an optical problem?
I think there are too many for spots, rather not ;)

Rust is brown, and I will only believe that when the stains are brown. You yourself say, barely visible and the plaster is firm and only sounds hollow. It seems that holes have been sealed in the drywall/painter, what was in the room before?

Unfortunately, I don't know that. If the reinforcement were damaged, I would probably have at least cracks in the plaster, if not even flaking, right?

There will be putty spots that are not perfectly sanded. Warning, I am a layperson and not on site. But based on your description, also with the tapping, I would guess that. You can still ask the painter when he comes to do the painting...
